State Life to implement health insurance scheme

The government  selected State Life Insurance Corporation of Pakistan for implementation of the Prime Minister’s National Health Insurance Programme in coordination with the Ministry of Health.The insurance company will now start enrolling programme beneficiaries, empaneling hospitals, and providing health insurance services to enrolledslic health families. “The selection of State Life Insurance Corporation of Pakistan has been done through an open and transparent bidding process,” Minister of State for Health Saira Afzal stated as co-chair of a proposal evaluation meeting held here on Wednesday.The meeting, which was also chaired by Minister of State and Privatisation Commission of Pakistan Chairman Mohammad Zubair, evaluated proposals submitted by three shortlisted insurance companies namely, State Life Insurance Corporation of Pakistan, Jubilee General Insurance and Adamjee/Alfalah (Consortium). These companies were shortlisted in December 2014 following a nationwide publicised ‘Expression of Interest (EOI) by the health ministry.During the two-day meeting, all submitted technical proposals were evaluated by the evaluation committee; the financial proposals were opened on the last day in the presence of media persons and representatives of insurance companies and government officials.Due to the complicated nature of the initiative, 65% weightage was given to scoring of technical proposals, while 35% was given to financial proposals. The process of proposal evaluation was endorsed by the programme’s National Steering Committee and was conducted keeping in view of the ‘Quality and Cost Based Selection’ criteria set forth by Public Procurement Regulator Authority (PPRA).Speaking on the occasion, Saira repeated that 3.1 million poorest of the poor families (19 million individuals) living in 23 districts of Pakistan, with a daily income of less than Rs200, will be provided access to free in-door health care services under the insurance programme.
